The Adjudicatory Board for Major Ports (ABMP) has been constituted by the Central Government in pursuance of sub-sections (1) and (2) of Section 54 and Section 55 of the Major Port Authorities (MPA) Act, 2021 on 13th August, 2025, consisting of a Presiding Officer and two Members, namely-
(i) Justice Ashish Jitendra Desai, Former Chief Justice, Kerala High Court - Presiding Officer
(ii) Shri Chirravuri Viswanath, Former Secretary, Department of Consumer Affairs, and Former Member, National Consumer Dispute Redressal Commission (NCDRC) - Member
(iii) Dr. Sanjeev Ranjan, Former Secretary, Ministry of Ports, Shipping and Waterways, and Technical Member, National Company Law Tribunal (NCLT) - Member
The mandate of the ABMP is to discharge the functions listed under Section 58 (1) of the MPA Act i.e. to adjudicate any disputes / differences or claims relating to Major Ports and PPP concessionaires or Captive users within the framework of Concession Agreement, to appraise, review the stressed PPP projects and to suggest measures for revival, to look into complaints of Port Users against the services rendered by Major Ports or the Private operators, to suggest or advice on reference made by Central Government / Major Ports on port operations
